The Board of Land Transport New Zealand has appointed Wayne Donnelly
as the new agency's inaugural Chief Executive and Director of Land Transport.
Land Transport New Zealand was formed on 1 December by merging the Land
Transport Safety Authority and Transfund New Zealand.
17 December
The Chief Executive of Child, Youth and Family, Paula Tyler, has announced
the following senior appointments as part of the department’s
restructuring:

Attorney-General Margaret Wilson has announced the appointment of the
Honourable Justice Anthony Penrose Randerson as Chief High Court Judge.
15 December
The State Services Commissioner, Mark Prebble, announced today the appointment
of Barry Matthews as Chief Executive of the Department of Corrections.
Mr Matthews will take up his new role on 12 February 2005.
Prime Minister Helen Clark announced that the Governor-General has approved
the reappointment of the Commissioner of Police, Rob Robinson, for a
further term of two years. Mr Robinson's reappointment takes effect
from June 2005.
13 December
New Zealand Trade and Enterprise and Investment New Zealand have recently
made a number of new appointments:
Paul Smith - Director, North Asia, Investment New Zealand, based in
Hong Kong;
Grant McPherson - Regional Director South / South East Asia, based in
NZTE's Singapore office;
Fiona Acheson - Communications Manager,
Megan McKenna - Group General Manager Strategy and External Relations,
based in Wellington;
Anna Heiler - Director, Strategy and Evaluation, based in Wellington.
10 December
Peter Hughes, Chief Executive Ministry of Social Development, announced
today, two senior appointments to the ministry. Nicolas Pole as the
new Deputy Chief Executive Social Services Policy and Marcel Lauzière
as Deputy Chief Executive, Social Development Policy and Knowledge.
Mr Lauzière will take up his position in February 2005.
6 December
Associate Minister of Commerce, Judith Tizard, announced today the appointment
of Judith Fyfe as a Member of the Copyright Tribunal for a four year
term.
1 December
New Zealands next High Commissioner to Vanuatu will be career
diplomat Paul Willis, Foreign Minister Phil Goff announced today.
Mr Willis is currently deputy director of Pacific Division at the Ministry
of Foreign Affairs and Trade. He will take over as High Commissioner
in Port Vila from Brian Smythe, who is returning to Wellington.

Career diplomat John McArthur is to be New Zealand’s next Ambassador
to Japan, Foreign Minister Phil Goff has announced. Mr McArthur will
take up the Tokyo posting in mid-February.
David Caygill has stepped
down after six and a half years on the board of the Accident Compensation
Corporation (ACC), Minister for Accident Insurance Ruth Dyson has announced.
He has been replaced by existing board memeber Dr David Collins QC.
Peter Nielsen has been appointed to the board.
Alison Paterson and John
Goulter have been re-appointed to the Reserve Bank Board as non-executive
directors for a further term of five years.
22 November
The Minister of Mäori Affairs, Hon Parekura Horomia, announced
today the appointment of a former Minister of Mäori Affairs, the
Hon Doug Kidd, to the Waitangi Tribunal.
Civil Aviation Authority has appointed existing members Ron Tannock
as Chair, Hazel Armstrong as Deputy Chair and Darryll Park re-appointed
as a member, to the Authority. Two new members have also been appointed
- Susan Hughes (barrister of New Plymouth) and Robyn Reid (company director
of Nelson). They replace Rodger Fisher and John Gabriel.
Aviation Security Service also has the same Board with the exception
of Darryll Park as Deputy Chair.
18 November
Associate Justice Minister Margaret Wilson today announced the appointment
of nine new members to the Human Rights Review Tribunal panel. The Tribunal
comprises a Chairperson and a panel of up to 20 people, two of whom
are appointed for each hearing.

New Zealand's Ambassador to China, John McKinnon, is to become Deputy
Secretary of the Ministry of Foreign Affairs and Trade, MFAT CEO Simon
Murdoch has announced.
Mr McKinnon's new job will involve oversight of programmes covering
the Americas, North Asia, Security Policy, and South/South East Asia.
He will replace Michael Green, who has been appointed High Commissioner
to Fiji.
Mr McKinnon will take up his position in Wellington in early December.

The Families Commission has appointed Claire Austin as its new Chief
Executive, taking over from interim Chief Executive Elizabeth Rowe,
who was not an applicant for the role, and who will now return to her
social policy contracting role.
22nd October
Workbridge chief executive Ruth Harrison will chair the Mental Health
Commission from January next year, says Health Minister Annette King.
Ms Harrison, replaces current chair Jan Dowland.
14 October
Health Minister Annette King has announced two DHB chairs. The two new
chairs-designate are Alex Grooby, who steps up from deputy chair to
become chair of Nelson Marlborough DHB, and Pat Snedden, currently an
elected member at Auckland DHB, who succeeds Ross Keenan at Counties
Manukau DHB. Mr Keenan will become joint deputy chair of all three Auckland
region DHBs – Counties Manukau, Auckland and Waitemata. Ms King
says she intends to reappoint seventeen current chairs for another three-year
term, and to reappoint Canterbury DHB chair Syd Bradley for one year.
She also intends confirming Patrick O’Connor, acting chair of
Whanganui DHB since the resignation of former chair Gavin Doyle, as
chair for the next three years.
12 October
The State Services Commissioner, Mark Prebble, announced today the appointment
of Dr John Glaister as Chief Executive of the Ministry of Fisheries
and Katrina Bach as Chief Executive of the Department of Building and
Housing.
Dr Glaister will start in early December 2004 and Katrina Bach will
start on 1 November 2004.
7 October
Attorney-General Margaret Wilson has announced the appointment of Patricia
Courtney as a Judge of the High Court. Justice Courtney will sit in
Auckland.
5 October
Appointments to the Board of TVNZ
Broadcasting Minister Steve Maharey has announced the appointments of
Bryan Gould and June McCabe as new members of the Board of Television
New Zealand Limited.
They begin three-year terms, replacing Sarah Reeves and Paul Smith who
retired as directors this year.

29 September
The present Chief Mediator of the Human Rights Commission, Mr Mervin
Singham, has been appointed as the first Director of the Office of Ethnic
Affairs.
The Ministry of Social Development today announced the
appointment of Tim Occleshaw as the Ministry's new Chief Information
Officer.
24 September
Finance Minister Michael Cullen today announced that David Newman and
Glen Saunders have been appointed to the Board of Guardians of New Zealand
Superannuation.
21 September
Broadcasting Minister Steve Maharey has announced the appointment of
Paul Smith as a new member of the Board of New Zealand On Air.
Mr Smith begins a three-year term on the Board, replacing Professor
Albert Wendt who has taken the Citizen's Chair for Pacific studies at
the University of Hawaii.
Mr Maharey has also announced the appointment of existing member Judy
Callingham as Deputy Chair to fill the position previously held by Professor
Wendt.

Mr Michael McCartney has been appointed to the role of Chief Executive
for Horizons Regional Council, announced Horizons Chairman Mr Chris
Lester. His appointment is effective from 22 November 2004.

Auckland City Council tonight appointed its director of finance, David
Rankin, as its new chief executive.
Mr Rankin will take up the role in July 2005.
On April 30 this year, the present chief executive, Bryan Taylor, announced
that he would not be extending his contract when it ends next year.
The new ambassador in Iran
will be Hamish MacMaster. He will also be High Commissioner to Pakistan
and accredited to Afghanistan
Dr Matire Harwood and Dr Shaun Ogilvie have been appointed to Ngä
Kaihautä, a statutory body charged with providing advice to ERMA.
Carol Barnao is the new director of the Dairy and Plant Products group
at the Food Safety Authority.
Tim Sole has been appointed Chief Executive of the New Zealand Local
Government Insurance Corporation (trading as Civic Assurance).
The national president of the RSA, John Campbell, has been appointed
to the National War Memorial Advisory Council. Denny Morris, also of
the RSA, has been re-appointed.
26 August
New Zealand's next Ambassador to China will be career diplomat Tony
Browne, Foreign Minister Phil Goff announced today.
Mr Browne replaces John McKinnon in Beijing, where he will also serve
as New Zealand's Ambassador to Mongolia.

AgResearch has announced five senior appointments. They are Dr Ian Boddy,
Dr Jimmy Suttie, Mark Ward,Peter Benfell, and Allanah James.
Dr Ian Boddy has been appointed General Manager, Commercial Services.
Dr Jimmy Suttie will take up the appointment of General Manager Science
and Technology, Applied Biotechnologies, based at AgResearch Invermay
near Dunedin.
Mark Ward has been successful in gaining the position of General Manager
Science and Technology, Food and Health, based at Ruakura in Hamilton.
Peter Benfell has been appointed to General Manager Science and Technology,
Agriculture and Environment. He will take up his role in September and
will be based at AgResearch's Grasslands campus at Palmerston North.
Allanah James is Corporate Affairs Manager.
Environment Minister Marian
Hobbs today announced the appointment of three members to the Environmental
Risk Management Authority, the decision-making body that regulates hazardous
substances and new organisms.
Ms Helen Atkins, a partner with Phillips Fox law firm, has over 14 years
experience in public, environmental, resource management and local government
law.
Dr Kieren Elborough, a chief scientist at ViaLactia Biosciences (NZ)
Ltd has expertise in biochemistry and gene technology.
"These new appointments provide a valuable balance to the existing
capabilities of the authority while the reappointment of Tony Haggerty
will maintain continuity," Marian Hobbs said.
Associate Arts, Culture
and Heritage Minister Judith Tizard today announced the appointment
of John Campbell and the re-appointment of Denny Morris to the National
War Memorial Advisory Council. Both of these appointees are nominated
by the Royal New Zealand Returned Services Association (RNZRSA).

The State Services Commissioner, Mark Prebble, today announced the appointment
of Martyn Dunne as Chief Executive of the New Zealand Customs Service
and Comptroller of Customs. Major General Dunne is presently the Commander
Joint Forces New Zealand in the New Zealand Defence Force.

Minister Phil Goff announced today.
Ethnic Affairs Minister
Chris Carter today announced the appointment of eight trustees to the
newly formed Chinese Poll Tax Heritage Trust.
Im delighted to announce that Dr James Ng will chair the
trust for its initial three-year term. The trustees joining Dr Ng will
be Mr Peter Chin, Mr Ron Hoy Fong, Mrs Esther Fung, Ms Debbie Sew Hoy,
Mr Kai Luey, Mr David Wong, and Mr Harvey Wu, Chris Carter said.
23 August
Department of Corrections chief executive, Mark Byers, is to retire
in February after 39 in the public service.
Investment and business consultant, Jonathan Eriksen, is to conduct
the initial independent review of the Guardians of NZ Superannuation.
Mr Eriksen tendered for the job. He will prepare a written report to
be tabled in Parliament by years end.
19 August
The State Services Commissioner, Mark Prebble, today announced the appointment
of Lisa Davies as the Commission's Director, Treaty of Waitangi Information
Unit. Lisa Davies is presently Director, Kaipuke Consultants Ltd.
18 August
Grant Spencer is the new Assistant Governor/Head of Economics at the
Reserve Bank.
Associate Commerce Minister Judith Tizard today announced the appointment
of Paul Sumpter of Auckland as a Member of the Copyright Tribunal for
a five year term.
17 August
Appointments were announced today to the New Zealand Artificial Limb
Board:
Wellington accountant, Graeme Hall, has been being appointed as Chair
of the Artificial Limb Board;
Auckland orthopaedic surgeon, Geoffrey Lamb;
the National Secretary of the Amputees Federation,
Lorraine Peacock;
the Director of the Office for Senior Citizens, Natalie Lavery (ex officio)
and;
Nigel Millar, Canterbury District Health Board Chief Medical Officer.
Paul Sumpter has been appointed
to the Copyright Tribunal for a five year term. Mr Sumpter combines
teaching at Auckland University with consultancy work for law firm,
Chapman Tripp.

Attorney-General Margaret Wilson today announced the appointment of
Michael Ring, Harry Waalkens and Miriam Dean, all of Auckland, and Wellingtonian
Francis Cooke as Queen's Counsel.

The Secretary for Justice, Belinda Clark, today announced the appointment
of Darrin Sykes as the new Director of the Waitangi Tribunal. Darrin

Chartered accountant, Ken Williams has been appointed to the National
Pacific Radio Trust Board.
Alastair Carruthers, Chief
Executive of Chapman Tripp, is the new Chair of the Arts Board of Creative
New Zealand. Two other Board members, Judith Fyfe and Graeme Gorton,
have been re-appointed.
Adrienne Young Cooper has
been appointed to the board of the Maritime Safety Authority.
Ms Young Cooper has her own business specialising in strategic planning
and environmental activity. She is also a Director of Auckland Regional
Transport Networks Ltd and Solid Energy Ltd.
Yani Johanson has as been
appointed as a Trustee to the Road Safety Trust as the youth representative.
He is also a youth representative and board member for the Tenants Protection
Association and was elected to the Hagley/Ferrymead Community Board
in 2001.
Keri Kaa has been re-appointed
as a member of the Board of Te Waka Toi, one of two arts boards operating
under the Arts Council of Creative New Zealand.
Two current members of the
Board of Te Papa - David Gascoigne and Mark Solomon - have been re-appointed
for a further term of two years. Josie Karanga has also been re-appointed
for a period of three years.
The current Chair, Barrie
Everard and members, Bill Birnie, Lisa Chatfield, Bob Harvey and James
Wallace, have been re-appointed to the NZ Film Commission, each for
a further two-year term.
Tumu te Heuheu, paramount
chief of Ngâti Tuwharetoa and a member of the New Zealand Historic
Places Trust Board, has been appointed to the Mâori Heritage Council.
Dr Monty Soutar, a history lecturer and writer, has been re-appointed
to the Council for a second term ending on 30 June 2007.

Associate Minister for Arts, Culture and Heritage, Hon Judith Tizard,
today announced the re-appointment of Peter Brunt as a member of the
Council of Creative New Zealand.
Mr Brunt has been re-appointed to the Council for a further three-year
term from 1 July this year to 30 June 2007.

Statistics New Zealand has appointed two new Deputy Government Statisticians,
as the agency gears up for additional responsibilities as leader of
the new 'whole of government' Official Statistics System.
Geoff Bascand, formerly General Manager of the Labour Market Policy
Group in the Department of Labour, joins Statistics New Zealand in the
new role of Deputy Government Statistician - Industry and Labour Statistics,
on Monday 5 July.
Cathryn Ashley-Jones, of the Department of the Prime Minister and Cabinet,
joins Statistics New Zealand in September as Deputy Government Statistician
- Social and Population Statistics. Cathryn has an Honours degree in
Economics from Victoria University.

Ben Dalton, who has been acting Chief Executive of the Crown Forestry
Rental Trust since the resignation of the previous CE in January 2004
has been made permanent CE. Announcing the appointment Trust Chair Sir
Graham Latimer said Mr Dalton has over a decade of experience in Mäori
and community development, with wide and well-established networks across
Aotearoa. Ben is well known for his ability to pull together disparate
points of view and to move people forward through complex issues,
said Sir Graham.
The Crown Forestry Rental Trust is an independent trust with equal numbers
of Mäori and Crown appointed Trustees. It receives no taxpayer
funding.
The main purpose of Trust is the management and administration of interest
earned from investment of rental proceeds from Crown forest licensed
land. It uses this to assist Mäori claimants in the preparation,
presentation and negotiation of claims before the Waitangi Tribunal.

Dr Rajen Prasad has been appointed as the first Chief Commissioner of
the Families Commission. The other appointees to the Board are - bioethics
specialist, Sharron Cole (Deputy Chief Commissioner); psychiatrist,
Prof Mason Durie; legal expert, Sandra Alofivae; former Human Rights
Commissioner, Carolynn Bull; and long-time family advocate, Lyn Campbell.
The Families Commission will be formally established on 1 July.
26 June
Wellington lawyer John Sneyd has been appointed as the new Complaints
Manager for the Broadcasting Standards Authority.
Sneyd is currently legal counsel for the Capital & Coast District
Health Board. He served three prior years as a legal advisor to the
Health and Disability Commissioner, which included investigating medical
complaints.
22 June
Columnist and journalist, Tapu Misa, has been reappointed to the Broadcasting
Standards Authority for three years.
A five-member reference group has been appointed to provide independent
advice on the recently announced review of the Resource Management Act
- Graham Pinnell (Waikato sheep and cattle farmer); Shane Jones (Chairman
of Sealord Group Ltd); Kate Mitcalfe (environmental lawyer with the
Forest and Bird Protection Society); Basil Chamberlain (Chief Executive
of the Taranaki Regional Council); and David Hill (Director of Hill
Young Cooper Ltd consultancy).

the appointment of Paula Tyler as Chief Executive of the Department

Ani Waaka has been confirmed as the Mäori Television chief executive.
Tawini Rangihau says the channel is progressing well . . . we are getting
good responses from viewers . . . although we have new challenges every
day the channel goes to air and we have programmes on television.

Denese Bates QC has been reappointed as a member of the Commerce Commission
for a five year term.

Dr Warren Young has been appointed to the Law Commission. He was formerly
Director of the Institute of Criminology (1980-93) at VUW and later
Professor of Law in areas of criminal law and criminal justice (1993-2000).
Most recently he has been General Manager (Crime Prevention and Criminal
Justice Group) at the Ministry of Justice.

High Court Judge Paul Neazor is to be the new Inspector-General of Intelligence
and Security, filling the vacancy created by Laurie Greig's resignation.
Prime Minister Helen Clark announced the appointment today after consulting
the Opposition Leader Don Brash.
19 April
New Zealands next Ambassador to the Philippines will be career
diplomat, Rob Moore-Jones.
Associate Justice Minister
Margaret Wilson today announced the appointment of Aucklander Marlene
Oliver as an Environment Commissioner. Marlene Oliver will replace Commissioner
Bob Priest who died in January of this year after a brief illness.

Dr Andrew West has been appointed Chief Executive Officer of AgResearch,
the Crown Research Institute focused on biological science. Dr West,
currently fulltime Chair of the Tertiary Education Commission, will
take up the appointment in AgResearch's Hamilton office on 3 May.

New Zealand Trade and Enterprise has appointed David Ferguson as its
new Trade Commissioner to Japan. Mr Ferguson, who was formerly Trade
Commissioner to South Korea, will be responsible for managing and developing
New Zealand's trade relationship with Japan which ranks as New Zealand's
3rd largest export market.
Attorney-General Hon Margaret Wilson today announced the appointment
of Mark Leslie Smith Cooper QC as a Judge of the High Court. He will
sit in Auckland.
23 March
The Board of the Guardians of New Zealand Superannuation has appointed
Paul Dyer Chief Investment Officer - Investment Strategy. Currently
Chief Investment Officer for AMP Capital Investors, Paul will take up
his position on 19 April 2004.
Mr Dyer will play a key role in the development of the New Zealand Superannuation
Fund's investment strategy.

Robert Murfitt of Christchurch is to be a Family Court Judge in New
Plymouth.
4 March
High Court Judge Justice Eddie Durie has been appointed to the Law Commission,
the Minister Responsible for the Law Commission David Benson-Pope announced
today.
Justice Durie will replace Justice Patrick Keane, who left the Law Commission
on being appointed to the High Court bench last year. Justice
Durie will take up the position in July after a period of sabbatical
leave.
2 March
Dr Stewart Washer, Dr John Caradus and Bob Mather have been appointed
as directors of Grasslanz Technology Ltd, a subsidiary (via Celentis)
of AgResearch.
1 March
John Secker, currently National Manager Air and Marine in the Customs
Department, has been appointed Acting Chief Executive of New Zealand
Customs Service and Comptroller of Customs following the death of Robin
Dare.

Former Commissioner for Children and National Cabinet Minister Roger
McClay has been appointed to the new position of senior advisor to NZ
First leader Winston Peters.
The State Services Commissioner,
Michael Wintringham, today announced the appointment of Laurence Millar
as Director of the Commission's E-government Unit.

Associate Justice Minister
Rick Barker today announced the appointment of Dr Helena Catt as the
new Chief Executive of the Electoral Commission. Dr Catt replaces Dr
Paul Harris, who is retiring after holding the office of Chief Executive
since the Commission's inception in 1994.

The New Zealand Racing Board has appointed Graeme Hansen as its CEO.
The NZRB took over the functions of both the TAB and the Racing Industry
Board from 1 August 2003.
Graeme Hansen, who currently lives in Canada, is a New Zealander who
has had a high-level international career in banking in the UK, Canada
and Australia, and held directorships in other sectors and industries
including energy and health.
Mr Hansen's appointment takes effect from the 29th of March, 2004.
Peter Davey has been appointed
to the new position of Manager Policy and International in the Government
Relations Group at the Civil Aviation Authority. He is currently with
the Ministry of Civil Defence and Emergency Management.

New Zealand's next High Commissioner to Samoa will be career diplomat
John Adank, Foreign Minister Phil Goff announced today.
Mr Adank is currently Deputy Director of the Ministry of Foreign Affairs
and Trade's Legal Division. His previous postings were in New Zealand's
Mission to the United Nations in New York, and in Geneva as New Zealand's
deputy permanent representative to the UN and World Trade Organisation.
Mr Adank takes up his position in April, replacing Penelope Ridings,
who has returned to Wellington.
Dr Helen Anderson is the
new Chief Executive, Ministry of Research, Science and Technology. She
is presently the Acting Chief Executive of the Ministry, a position
she has held since July 2003.

New Zealand's next Ambassador to Viet Nam will be career diplomat Michael
Chilton, Foreign Minister Phil Goff announced today.
Mr Chilton is currently Director of Middle East and Africa Division
at the Ministry of Foreign Affairs and Trade. Previously he was Executive
Director of the APEC Task Force, which was responsible for all the logistical
arrangements when New Zealand hosted APEC in 1999. He takes up his position
in June 2004.
The Transport Minister Paul Swain has announced appointments to the
Boards of Transfund New Zealand and Transit New Zealand;
Transfund
Dr Janice Wright has been re-appointed to the Transfund New Zealand
Board and assumes the role of Chair. Dr Wright's appointment is for
a period of two years, to February 2006.
Mr Bryan Jackson is a new appointment to the Board. Mr Jackson commences
his two-year appointment on 10 February 2004.
Mr John Anderson, Ms Janice West and Mr Colin Knox remain as board members.
Mr John Anderson assumes the position of Deputy Chair.
Mr David Stubbs will continue to serve as a board member pending further
appointments.
Transit
Mr David Stubbs has been re-appointed to the Transit New Zealand Board
and assumes the role of Chair. Mr Stubbs' appointment is for a period
of two years, from 10 February 2004 to 28 February 2006.
Sir Tipene O'Regan has been re-appointed as Deputy Chair of the Transit
Board for a term of two years.
Other board members comprise Mr Mike Williams, Mr John Wright, Dr Janice
Wright (until her current term expires in October 2004) and a new appointment
- Mr Gary McIver.
Mr McIver is currently a part-time consultant with Toyota New Zealand
and has an extensive background in commercial and general management
mainly in the motor industry. He takes up his two-year appointment on
10 February 2004.
Mr Alan Bickers steps down as Chair of the Board of Transit New Zealand.
He had served as a board member for a period of six years.
5 February
Attorney-General Margaret Wilson today announced the appointment of
Michael Behrens QC of Palmerston North as a District Court Judge. He
will sit in Wellington from 12 February.
3 February
Attorney-General Margaret Wilson today announced the appointment of
Auckland Family Court Judge Peter Francis Boshier as the new Principal
Family Court Judge. He will take over the role from Judge Patrick Mahoney
on 13 March.

Two new appointments to the Waitangi Tribunal were announced today by
Maori Affairs Minister Parekura Horomia.
Chief Judge Joe Williams, acting chairperson of the tribunal for the
last year and deputy-chairperson since 2000, has been confirmed as chairperson
for a term of two and a half years.
Historian Dr Angela Ballara has been appointed as a new member for a
three year term.
15 January
The Acting Chief Executive of Child, Youth and Family Russ Ballard has
announced a restructuring of the organisation's executive management
team, which will take effect from 2 February.
In line with the need for a single line of accountability, the two existing
General Managers, Social Work and Community Services positions - currently
held by Verna Smith and Ken Rand - will be combined into a single position
of General Manager, Social Work Operations.
Dr Ballard said Shannon Pakura, who is currently the Chief Social Worker,
will be seconded to the position for an initial period of six months.
As a result of Ms Pakura's appointment, Craig Smith, who is currently
Principle Advisor, Capability Development, will be seconded to the position
of Chief Social Worker.
The changes are interim, until a permanent Chief Executive is appointed,
and are therefore secondments rather than permanent appointments at
this stage.
The Health and Disability
Commissioner, Ron Paterson, has appointed Theo Baker to the statutory
position of Director of Proceedings.
Ms Baker assumed the statutory role of Director of Proceedings under
the Health and Disability Commissioner Act 1994, on 12 January 2004.

Minister of Tourism Mark Burton Associate Minister of Tourism Dover
Samuels today announced appointments to the Board of the Maori Arts
and Crafts Institute (MACI). Current members Robert Macfarlane (Chairman),
Judith Stanway, David Thomas, and Ani Waaka have been reappointed for

Mr Warren Inkster has been

Internal Affairs Minister George Hawkins has announced new appointments
to the Gambling Commission and the New Zealand Lotteries Commission.
Peter Wing Ho Chin (Chief Gambling Commissioner) is a partner in the
Dunedin law firm Webb Farry, and a longstanding Dunedin City Councilor.
Mary Lythe has a background in the health sector, and is a current member
of the Casino Control Authority. Ms Lythe has held a number of government
and voluntary sector board appointments.
Kenneth (Mark) Ford holds a number of directorships and is a current
member of the Casino Control Authority.
Paul Stanley has a background in Maori Health issues and has held a
number of voluntary and community sector committee positions.
All members have been appointed for a term of three years from 1 March

Dr Sally Jo Cunningham has been appointed to the NZLC until 31 October

Education Minister Trevor Mallard has appointed four new members to
the board of the New Zealand Qualifications Authority.

Warwick Hunt as Chair of the Accounting Standards Review Board (ASRB).
Mr Hunt has been appointed for a five-year term.

as Chair for a three-year term.
Energy Minister Pete Hodgson today announced
the membership of the new Electricity Commission, due to start work
this week.
The new Commission will supervise New Zealand's electricity industry.
Its primary tasks will include electricity market governance, such as
overseeing the operation of the electricity market and ensuring efficient
transmission investment. It will also be responsible for ensuring New
Zealand's electricity supply is secure, even in very dry years, through
measures including contracting for reserve generation.
The Commission will be Roy Hemmingway (Chair), David Close, Douglas
Dell, Peter Harris, Graham Pinnell and Christine Southey.
Andrew King has been appointed to the Building Industry Authority. Mr
King is the Section Manager Geohazard Solutions at the Institute of
Geological and Nuclear Sciences in Wellington.
9 September
Tony O'Brien has been appointed as New Zealand Trade and Enterprise's
new Senior Trade Commissioner to Europe.
As Senior Trade Commissioner to Europe, based in London, Mr O'Brien
will work to promote and facilitate trade opportunities and strategic
alliances throughout Europe and will also oversee NZTE offices in London,
Paris, Hamburg, Milan and Madrid.
He replaces John Waugh, who has taken up the position of Regional Client
Services Team Director for NZTE, based in Auckland.

ACC Minister Ruth Dyson has announced two new members to the board of
the Accident Compensation Corporation.
Dr Janice Wright is a Wellington-based economist, specialising in risk
analysis, economic evaluations, estimation and risk management. She
joined the ACC board in August.
David Collins, QC, is a practising lawyer with a strong professional
and academic interest in ACC. He is currently chair of the ministerial
advisory panel on work related gradual process, disease or infection.
He joined the board in October.
The new members take over from Noeline Munro, and ACC deputy chair Anthony
Ractliffe. Both have served six years on the board.

Board of the New Zealand Symphony Orchestra:
Bill Falconer, Peter Rowe and Susan McCormack have been appointed to
the NZSO as new board members.
Bill Falconer of Cambridge is a commercial lawyer and company director
and Peter Rowe of Auckland is a senior partner with the law firm Minter
Ellison. Susan McCormack is a Christchurch lawyer and a keen supporter
of the NZSO.
Sir Selwyn Cushing has been re-appointed Chair for a further term of
two years and Joe Pope of Wellington for a further three-year term.
The other members of the Board are Diana Fenwick, Peter Hubscher and
Jo-Anne La Grouw.

Three new lay members have been appointed to the High Court under the
Commerce Act are: Dr Stephen King, Professor of Management (Economics)
at Melbourne University; Professor John Small, Director of the Centre
for Research in Network Economics and Communications at the University
of Auckland, and a past Director and Principal Consultant for the Networks
Economics Consulting Group; Mrs Rhonda Smith, previously a full-time
Commissioner with the Australian Competition and Consumer Commission
and currently a half-time Senior Lecturer at Melbourne University. Michael
Copeland of Wellington has also been appointed for a further term.
Lay members help the Court in cases involving appeals from decisions
of the Commerce Commission and in other matters under the Commerce Act.

The Christian Heritage Party has appointed a new leader at its annual
conference in Nelson. Ewen McQueen is to succeed the party's long-time
head, Reverend Graham Capill, who has retired.

Diane Musgrave has been appointed to the Board of the Broadcasting Standards
Authority. Ms Musgrave replaces Judy McGregor who has resigned to take
up a new role as New Zealand's first Equal Opportunities Commissioner.

Wellingtonian David Oughton has been appointed to the Remuneration Authority
for a three-year term, Labour Minister Margaret Wilson announced today.
He replaces Ross Mulholland who has served on the authority since 1998.
The two other authority members are Hutton Peacock (Chair) and Beverley
Wakem.
Dr Cynthia (Cindy) Kiro has been appointed
New Zealands fourth Commissioner for Children. Her appointment
is for five years and she takes up the position on 1 September 2003,
replacing retiring commissioner Roger McClay.

Ambassador for Counter-Terrorism. She is Dell Higgie, currently director

been re-appointed to the position for further term of three years and
Dr Paddy Austin, a Christchurch management consultant, is re-appointed
as a Council member.

General Manager, Market Development.
Adrian Orr has been appointed Deputy
Governor and Deputy Chief Executive of the Reserve Bank. Mr Orr has
been Head of the Bank's Financial Stability Department since rejoining
the Reserve Bank last year. He was previously Chief of Economics at
Westpac and before that was Chief of Economics for the Reserve Bank.

New Zealand Trade and Enterprise Chief Executive, Tim Gibson, has announced
the appointments of seven General Managers to the organisation.
Jo Bransgrove will be GM Corporate; Peter Healy, GM Regional Economic

Foreign Minister Phil Goff has announced the reopening of New Zealands
Consulate-General in Melbourne with the appointment of Mark Ingram as
Consul-General and Trade Commissioner.
7 July
Commerce Minister Lianne Dalziel has announced the appointment of lawyer
Mai Chen and research professor Keitha Dunstan as new members of the
Securities Commission for a period of five years. Falcon Clouston and
Lloyd Kavanagh have been re-appointed for two and four years respectively.
2 July
Crown Research Institute Crop & Food Research has made three new
appointments after losing seven of its senior managers in a fatal air
crash last month. The positions have been filled by scientists from
within the research institute.
Dr Prue Williams is the new General Manager, Research, and she will
be assisted by Dr Bill Griffin who retains his position as leader of
the institutes Crop Improvement science team. Dr Chris Downs has
been appointed as General Manager Strategy.
Crop & Food's Chief Executive Paul Tocker says a selection process
to fill the remaining positions will get underway in the next few weeks.

Wira Gardiner is to become chair of the Mäori Broadcasting agency,
Te Mängai Päho after last month taking on the interim position
following the resignation of Toby Curtis. Mäori Affairs Minister
Parekura Horomia said Mr Gardiner will start a 12-month term on 1 July.

Cabinet Secretary Marie Shroff has been appointed as the new Privacy
Commissioner, Associate Justice Minister Lianne Dalziel announced today.
Marie Shroff will succeed retiring Privacy Commissioner Bruce Slane
and is expected to take up her new role in September.

James Buwalda will be the new Chief Executive of the Department of Labour
and Brendan Boyle has been appointed Chief Executive of Land Information
New Zealand.
Dr Bulwalda will take up his position on 25 July following the retirement
of John Chetwin. Dr Bulwalda is currently Chief Executive of the Ministry
of Research, Science and Technology, a position he has held for seven
years.
Mr Boyle will become Chief Executive of Land Information New Zealand
in early August. He has been Director of the E-government Unit at the
State Services Commission since September 2000, but prior to that was
the Register General of Land at Land Information New Zealand.

New Board Members for Research Foundation Minister of Research, Science
and Technology Pete Hodgson has appointed three new Board members to
the Foundation for Research, Science and Technology. The new members
are Dr Ken Taylor, Professor Tom Barnes and Dr Grant Ryan. In addition,
Dr Andy Pearce has been reappointed for another term.

been with Air NZ for 13 years.

Employment Relations Authority appointments announced by Margaret Wilson
are Paul Montgomery of Christchurch, for a three year term and the re-appointment
of nine other Authority members in Auckland, Wellington and Christchurch.

NZ Post has appointed John Allen to the role of Chief Executive. He
has been in the the acting position since Elmar Toime left in February.

Commerce Commission Chair John Belgrave has been confirmed by Parliament
as the appointee to the role of Chief Ombudsman. Mr Belgrave begins
on July 1 2003, taking over from retiring Chief Ombudsman Sir Brian
Elwood. Commerce Commission deputy Chair, Paula Rebstock will be acting
Chair when Mr Belgrave leaves.
10 April
The new Maori Television Service Board Chair will be Wayne Walden and
the Deputy Chair, former acting Chair Ani Waaka. Rod Cornelius has also
been appointed to the board, joining Wena Tait.
Robert McLeod, Commissioner for the Treaty of Waitangi Fisheries Commission,
has resigned. He has cited a perceived conflict of interest between
his chairmanship of Ernst & Young and the Commission as the reason
for his decision.

Energy Minister, Pete Hodgson has announced the appointment of two new
members to the board of the Energy Efficiency and Conservation Authority.
The appointments are Dennis Parker, a self-employed sustainable business
consultant and former general manager of Macpac Wilderness Equipment
Ltd, and Russell Longuet, an energy manager with Carter Holt Harvey.
They replace Jan Wright and Gerry Ryan who have resigned from the board.

Attorney-General Margaret Wilson today announced the appointment of
Vivienne Ullrich QC as a Family Court Judge.
Ms Ullrich, who was appointed Queens Counsel in 2000, has practised
as a barrister sole since 1990. She was a part-time member of the Removal
Review Authority and the Residence Appeal Authority from 1993 until
2001 when she was appointed to the Law Commission. Judge Ullrich will
be sworn in on 2 May and will sit in Wellington.
Internal Affairs Minister, Hon George Hawkins has announced the appointment
of a Chief Adjudicator and a six-person panel as part of the Weathertight
Homes Resolution Service.
Mr Paul Skinner, a barrister and former principal Tenancy Tribunal Adjudicator
from Auckland has been named as the Chief Adjudicator. The panel comprises
Timothy Scott, a barrister and coroner from Taumaranui, David Carden,
a barrister from Auckland, David Gatley, an arbitrator and also a senior
lecturer at UNITEC, Auckland, George Douglas, a quantity surveyor from
Dunedin,John Green an arbitrator and mediator from Auckland and Anthony
Dean a lecturer in practical arbitration and alternative dispute resolution
from Auckland.
Broadcasting Minister, Steve Maharey,
has announced the members of the boards of Television New Zealand and
Transmission Holdings Ltd. These two separate boards will have core
roles respective of their company when the Television New Zealand Act
comes into effect on 1 July 2003, creating two separate broadcasting
and transmission companies: Television New Zealand (TVNZ), a Crown-owned
public broadcasting company responsible for delivering against its charter;
and Transmission Holdings Limited (THL), a state-owned enterprise responsible
for running a national and international transmission business. Each
company is governed by a separate board of directors.
The TVNZ Board comprises acting TVNZ Chair, Craig Boyce (Chair), Robert
Fenwick (Deputy Chair), existing board members, Dame Anne Hercus, Sarah
Reeves, Paul Smith and Trish Stevenson, as well as new member former
Reuters senior manager, Philip Melchior.
Wayne Brown has been appointed as chair of Transmission Holdings Limited
(THL). His Deputy will be Russell Hewitt and the members, Tony Baird,
Wendy Brandon, Taari Nicholas, Brian Oliver and Janine Smith.

Richard Long, former editor of The Dominion, as the Chief of Staff for
the Office of the Leader of the Opposition.Mr Long has spent 20 years
in the Parliamentary Press Gallery and had a wide knowledge of Parliament

The Building Industry Authority Chief Executive Dr Bill Porteous
has resigned a day before a parliamentary committee released a report
highly critical of his and the BIA s performance over the leaky
homes issue.
Dr Porteous is to continue working for the BIA as a technical advisor.

Judy Lawrence, has resigned as Chief Executive of the Ministry of Women's
Affairs in order to take up the position of Director of the Climate
Change Office in the Ministry for Environment. Mr Wintringham announced
that he has asked Anne Carter, the Chief Executive of the Ministry of
Youth Affairs, to be the acting Chief Executive of the Ministry of Women's
Affairs. Ms Carter will retain her role as Chief Executive of the Ministry
of Youth Affairs.

The former chair of the Commerce Commission, John Belgrave, has been
appointed as the new Chief Ombudsman Mr Belgrave replaces Sir Brian
Elwood, who is to retire next month.

Peter Dunne, United Future Leader, has announced that Rob Eaddy has
been appointed as his new Chief of Staff.
Tim Gibson has been appointed as the
Chief Executive of New Zealand Trade and Enterprises, the new name of
the Establishment Board created from the merging of Trade New Zealand
and Industry New Zealand. He takes up the appointment on 7 April.

Druce as a Family Court Judge. Judge Druce will be sworn in on 27 March

Minister of Commerce Lianne Dalziel has announced the appointment
of a Chair, Deputy Chair and two new members to the Accounting Standards
Review Board (ASRB).
The new chair will be former Financial Reporting Standards Board chair
Liz Hickey, while ASRB member John Spencer takes over as Deputy Chair.
Ken Warren and Garry Downs are the new members, with Mr Downs becoming
the body's lawyer. The changes take effect from February 17, with the
exception of Mr Warren, who joined the ASRB in November last year. The
ASRB is entering an interesting and challenging period of its history,
with the adoption of international accounting standards changing the
emphasis for New Zealand bodies from setting standards to influencing
international standards. The ASRB has a key role to play in this and
in managing the transition period, Lianne Dalziel said.
Four members and an interim chairperson
have been appointed to a new panel providing independent advice to the
government on injury-related information. The members of the Injury
Surveillance Ministerial Advisory Panel, appointed for up to three years,
are Molly Pardoe, Paul Cressey, Professor John Langley and Dr Grant
Duncan. The interim chairperson, who has been appointed for 12 months,
is Hon Stan Rodger, former chair of the Data Warehouse Advisory Panel.
ACC Minister Ruth Dyson said the panel would provide independent advice
about the Department of Statistics new role as manager of all
injury-related information held by the government. In the past,
injury-related information has been collected in a fragmented way by
a number of government agencies. The Department of Statistics is now
the overall manager of this information. It will set standards, collect
and publish information, provide data to researchers and review information
requirements.

Commerce Minister, Lianne Dalziel, has announced the appointment of
new members to the Standards Council. They are Bruce Cottrill, Richard
Gibbons, Ellen Ramsay. These are three year terms. The Standards Council
has itself appointed two new members, Carol Stigley and Doug Matheson.
Mr Andrew Brewis, Professor John Hannah and Roy Wilson have been re-appointed
for second terms of two years and John Albertson for a second term of
three years.

New Zealands next Ambassador to Italy will be career diplomat
Julie MacKenzie, Foreign Minister Phil Goff announced today.
Mr Goff said the relationship between Italy and New Zealand was exceptionally
warm and friendly. Ms MacKenzie, currently Director of Europe Division
at the Ministry of Foreign Affairs and Trade, will replace Peter Bennett
in Rome in August. Her previous postings were to Tokyo, Brussels and
Noumea, where she was Consul General. From 2000 to 2002, Ms MacKenzie
was Mr Goff's Special Advisor on East Timor.
18 February
Associate Minister for Arts, Culture and Heritage, Hon Judith Tizard,
has announced four new appointments to Te Waka Toi, the Maori Arts Board
of Creative New Zealand. Sandy Adsett, Suzanne Ellison, Moana Tipa,
and Dr Patu Hohepa have been appointed to the board of Te Waka Toi,
each for a term ending 31 October 2004. Current Chair, Elizabeth Ellis,
has been re -appointed for a further 16 months from the expiry of her
previous term and ending 31 October 2003.
10 February
Elizabeth Gollan has been appointed to a new role within Trade New
Zealand as onshore Market Services Team Manager.
Ms Gollan's responsibilities in her new role include debriefings for
returning Trade Commissioners, liaison with other onshore teams, business
council liaison, Market Services Manager for Japan and liaison with
MFAT and other agencies.

Minister of Foreign Affairs Phil Goff has announced the following ambassadorial
appointments:
Laurie Markes will be New Zealand's next High Commissioner to Papua
New Guinea. He takes up his posting in March.Peter Rider will be New
Zealand's new ambassador to Thailand. He takes up his posting in June.Wade
Armstrong will be New Zealand's next Ambassador to the European Union
and Belgium. He will take up his posting in May.

Associate Justice Minister
Margaret Wilson today announced the appointment of four new Environment
Commissioners and two new Deputy Environment Commissioners.
The new Environment Commissioners are:
Ross Dunlop of Auckland (a town planning consultant currently employed
as Senior Planning Principal at URS New Zealand Limited), Robert (Bob)
Priest of Hamilton (Deputy Chief Executive of Environment Waikato),
Kevin Prime MBE of Kawakawa (managing director of a farm and forestry
company) and Sheila Watson of Hamilton (Environmental Manager for Mighty
River Power).
The new Deputy Commissioners are Owen Borlase of Dunedin (director of
Borlase & Associates Limited, an engineering services company) and
Bruce Gollop of Whangarei (former Chief Executive of Northland Health).

Diana Crossan has been appointed
Retirement Commissioner, replacing Colin Blair who is retiring from
the role. Ms Crossan's appointment was announced today by Social Services
and Employment Minister Steve Maharey, along with the announcement of
a Periodic Report Group who will advise the government on New Zealand's
retirement income policy. Steve Maharey said Diana Crossan has "has
a stong background in the savings industry. She has held senior management
positions in investment, savings and insurance organisations. She also
has experience developing innovative marketing projects and securing
commerical support for them. The government is also appointing Vance
Arkinstall (chair), Lynn Middleton and Owen Nash to provide the next
periodic report on retirement income policies. They will be assisted
by the Retirement Commissioner, the Secretary to the Treasury, the Chief
Executive of the Ministry of Social Development and the Commissioner
of Inland Revenue, or their delegates. The Retirement Income Act 1993
requires that a Periodic Reporting Group be established at 6 yearly
intervals to prepare a report on the retirement income policies of the
New Zealand government.

Trade. She will take up her appointment in February.
