2007 Appointments

14 December
Minister of Health David Cunliffe today announced his decision to appoint a new Chair and Crown Monitor to Capital and Coast District Health Board.

The Crown Monitor, who will report directly to the Minister, is Dr Ian Brown an Obstetrician Gynaecologist, who is the current Director of Medical Services at Northland DHB he is also the former chair of the national Chief Medical Officers' Forum and has been a member of the National Medical Strategy Workforce Group.

The new Chair is Sir John Anderson the current Chairman of Television New Zealand and is one of New Zealand’s pre-eminent business leaders with a proven record in governance.

Ken Douglas will remain as Deputy Chair to provide continuity.

13 December
Mary Harris, former Deputy Clerk of the House of Representatives, has been appointed Clerk of the House of Representatives.Ms Harris has been Acting Clerk since the resignation of former Clerk David McGee CNZM, QC, in November. Her new appointment takes effect immediately and is for seven years.The Speaker, Hon Margaret Wilson, said Ms Harris began her parliamentary career in 1987 and since then has led all the Office of the Clerk’s major operational divisions. She was appointed Clerk-Assistant (Select Committees) in 1990 and she has been a member of the senior management team since that time. As Deputy Clerk of the House, she was responsible for the provision of secretariat services for the sittings of the House, parliamentary education and inter-parliamentary relations.

11 December
The State Services Commissioner, Mark Prebble, announced today the appointment of Brendan Boyle to the position of Chief Executive and Secretary for Internal Affairs, Department of Internal Affairs.Mr Boyle is currently the Chief Executive for Land Information New Zealand, a position he has held since August 2003. He takes up his new role on February 4 2008.

10 November
Pete Hodgson, Minister for Research, Science and Technology today announced Bryan Gould as the new Chair of the Foundation for Research, Science and Technology Board.

He will succeed Dame Margaret Bazley in May 2008. This will complete six years of service on the Board for Dame Bazley. Terms for the other three board members will also end on 30 April 2008.

26 October
Attorney-General Michael Cullen today announced that Gus Andrée Wiltens, Barrister and Solicitor of Auckland has been appointed a District Court Judge. He will be sworn in on 9 November 2007 and will sit in Manukau. Mr Andrée Wiltens was admitted in 1977 and worked as a litigation lawyer in Morrinsville and Auckland until July 1980. He then went on to work for the New South Wales Law Society, and shortly after became a Crown Counsel with the Prosecutor's Division of the Attorney-General's Chambers in Hong Kong. From 1988 to 1997 he was a Permanent Magistrate in Hong Kong hearing criminal trials. In 1994 he gained his LLM degree from Hong Kong University. Mr Andrée Wiltens has been Assistant Director Prosecutions at the Serious Fraud Office since 1997.

8 October
Minister for Energy David Parker today announced the appointment of four new members to the Energy Efficiency and Conservation Authority (EECA).
The four new members of the board are Penelope Hulse, Toni Owen, Andrew Pearce and Gregory Sise. Current board member Alastair Patrick has been appointed Deputy Chair.
Toni Owen is a director of Focus Chartered Accountants Ltd in Whakatane, and specialises in business and financial planning. Ms Owen has over ten years experience working with communities on Energy and Energy Efficiency.
Greg Sise is the founding director of two companies (1996) Ellsoft Ltd and EnergyLink Ltd in Dunedin. He has worked in the energy industry for many years.
Dr Andrew Pearce is a professional director with specialist governance expertise. His   diverse experience ranges from technology-based companies, commercial and not-for-profit R&D businesses, to charitable organisations and was CEO of Landcare New Zealand (1992 to 2005).
Penelope Hulse has been a Waitakere City Councillor for the last 12 years, with special focus on sustainable housing. She has served on the Waitemata District Health Board for the last six years and is trustee of several community trusts.

27 September
Energy Minister David Parker announced four appointments to the Electricity Commission. New commission chair is David Caygill who will take up his position on 15 October. The three new board members are; Richard Bentley, David Bull and Linda Constable.
David Caygill has a mix of legal, regulatory and governance experience as well as an in-depth understanding of the electricity sector. He is currently Deputy Chair of the Commerce Commission.
Richard Bentley has a background as a company executive and director with knowledge of corporate governance in the private and public sector
David Bull is a vineyard owner and operator, former power system engineer for ECNZ; Wellington City Councillor and Wellington Regional Councillor; and General Manager for the Department of Internal Affairs.
Linda Constable is a professional director and a self-employed legal and resource-management consultant. She has worked for electricity lines company Orion, and was a Christchurch City Councillor. Her current directorships are with ONTRACK, and Ngai Tahu Holdings Corporation.
All three members have been appointed for a three year term, effective from 15 November.

25 September
Mark Prebble, The State Services Commissioner, today announced the appointment of Mr (William) Grant Liddell as Chief Executive and Director of the Serious Fraud Office.
Mr Liddell is currently Acting Deputy Solicitor-General at the Crown Law Office. He has previously taught law at the University of Otago and was admitted as Barrister and Solicitor of the High Court of New Zealand in 1983. He is a qualified Solicitor of the Supreme Court of England and Wales.
His appointment is effective from 5 November 2007.

Minister of Health Pete Hodgson has announced the appointment of Christchurch GP David Kerr to the Board of PHARMAC. Former PHARMAC General Manager David Moore has also been reappointed to the Board for a further three-year term.
Dr Kerr is currently a member of the Canterbury DHB’s Hospital Advisory Committee, a member of the Medical Protection Society advisory panel, and an advisor to Pegasus Health (a Canterbury PHO). He also chairs the Board of listed rest home company Ryman Healthcare.
Dr Kerr replaces Karen Guilliland, who did not seek reappointment after serving two terms.Standards New Zealand today announced the appointment of Debbie Chin as their new Chief Executive. 
She was previously Deputy Director General Corporate and Information at the Ministry of Health, and a partner with KPMG Wellington. During her time at KPMG she was seconded as an Advisor to the Department of Prime Minister and Cabinet.
Debbie's appointment will be effective from 15 October 2007.

11 September
The National Library of New Zealand has announced the appointment of John Truesdale to the role of Director, National Digital Library. He will lead a team whose focus is on access to and preservation of New Zealand digital content. Mr Truesdale has a background in secondary teaching; consulting and managing digital library services; and is a member of the Digital Strategy Advisory Group.This appointment will be effective from October.6 September
Minister for the Community and Voluntary Sector Luamanuvao Winnie Laban announced today three reappointments to the Charities Commission Board.
Judith Timpany (Deputy Chair), Ian Calder and Frank Claridge will all serve a second term of three years. 4 September
District Court Judge Marcus Robinson has been appointed a temporary Associate Judge of the High Court, Attorney-General Dr Michael Cullen announced today.

He has been appointed for a term of one year and will sit in Auckland. Associate Judge Robinson was appointed a District Court Judge in 1983, serving as a Family Court Judge from 1983 until 2006.

17 August
David Shand has been appointed chair of the Tertiary Education Commission (TEC) Tertiary Education Minister Michael Cullen announced.

David Shand, who takes up the position on August 27, will fill the vacancy created by the retirement in June of former chair Hon Russell Marshall. His term is for three years.

30 July
Prime Minister and Minister for Arts, Culture and Heritage, Helen Clark announced two new aappointments to the Board of Te Papa, they are Hon Sandra Lee and Professor Ngatata Love. They replace retiring Board members Mark Solomon and Josie Karanga. Both appointments are for three year terms and commence in August.

26 July
Defence Minister Phil Goff today announced that Rear Admiral Jack Steer will become the next Vice Chief of Defence Force (VCDF). He replaces Air Vice-Marshal David Bamfield who is retiring in February 2008,
Rear Admiral Steer, a navy officer, is currently the Commander of Joint Forces.

11 July
Unionist Ross Wilson has been appointed as the new chair of the Accident Compensation Corporation Board.

26 June
Hon Judith Tizard, Associate Minister for Arts, Culture and Heritage today announced the appointments of a new Chair and two new members to the Arts Board of Creative New Zealand.
Alan Sorrell the new Chair is an Auckland barrister specialising in media and entertainment, intellectual property and copyright.
Penelope (Penny) Eames of Waikanae is owner/manager of an international arts consultancy.
id Ashton is currently Chair of the Christchurch Arts Festival and the Charities Commission.

8 June
The State Services Commissioner, Mark Prebble, today announced that Stan Crothers, currently Deputy Chief Executive, has agreed to act as Chief Executive of the Ministry of Fisheries.

7 June
Mark Prebble, the State Services Commissioner, has announced that Andrew McKenzie has agreed to act as Chief Executive of the new public service department, the New Zealand Food Safety Authority.

31 May
Dr Ross Patterson has been appointed the Telecommunications Commissioner and a member of the Commerce Commission for a period of five years starting 12 July 2007, says
Communications Minister David Cunliffe.
He will take over the role from the current commissioner Douglas Webb, who steps down on 11 July.

29 May
Dr Alan Bollard's term as Governor has been extended a further five years, expiring in September 2012.

25 May
Robert (Bob) Russell this week took over as Chief Executive and Commissioner of Inland Revenue. He was previously the Deputy Commissioner, Service Delivery at Inland Revenue, a position he assumed in 2006.

21 May
Mark Prebble, State Services Commissioner today announced that Geoff Bascand has been appointed to the position of Chief Executive and Government Statistician for Statistics New Zealand.

5 May
Health Minister Pete Hodgson today announced the appointment of Ken Douglas as chair of Whanganui DHB, and Kate Joblin as deputy chair of Capital & Coast DHB. Both terms of office will commence on 3 May 2007.

30 April
Commerce Minister Lianne Dalziel today announced three appointments to the Testing Laboratory Registration Council (TELARC).
Dr Robin Pratt, Dr Richard Janes, and Jo Brosnahan have all been appointed  to the Council for a term of 3 years.

18 April
Katie Sadleir has been appointed ACC general manager injury prevention. She has a background in sports sector management.

5 April
Transport Minister Annette King has announced several appointments to the transport sector.
Errol Millar has been appointed deputy chair of the Civil Aviation Authority, and Captain Ross Crawford as a new board member.
Professional company director Fran Wilde, of Wellington, and Christchurch Mayor Garry Moore have both been appointed to the board of Transit New Zealand.
Mr Moore has also been appointed to the Land Transport NZ Board, along with two other new appointees, Murray King, and John Rutledge.

28 February

21 February
The State Services Commissioner, Mark Prebble, today announced that Dallas Welch has been asked to act as Chief Executive and Government Statistician for Statistics New Zealand.

24 January
Tourism Minister Damien O'Connor announced today three new appointments to the Tourism Board.

The new members are:
John Barrett, Chairman of the New Zealand Maori Tourism Council
Glenys Coughlan, Te Papa Director
Kay McKelvie, Media Pictures Ltd Director.

They replace outgoing members Mike Tamaki, Keith Johnston and Matthew Boyd.

In July, Malcolm Johns, Chief Executive of Intercity Group (NZ) Ltd, will join the board, taking over from Peter Stubbs.
